2021 Concord Community Schools Special Election Information

Goshen, Indiana – Elkhart County Clerk of the Circuit Court, Christopher Anderson, would like to notify the voters of the Concord Community School District, that the Elkhart County Election Board with be conducting a Special Election for the School Corporation on Tuesday, November 2, 2021.

The only item on the ballot will be the Public Question for the Concord School Corporation. The ballot language is as follows:

Shall the Concord Community Schools continue to impose increased property taxes paid to the school corporation by homeowners and businesses for eight (8) years immediately following the holding of the referendum for the purpose of managing class sizes, safety & security initiatives, and funding academic and educationally-related programs including career readiness, engineering and technology offerings, and changing the maximum referendum property tax rate from $0.405 to $0.32? The property tax increase requested in this referendum was originally approved by the voters in 2014 and originally increased the average property tax paid to the school corporation per year on a residence within the Concord Community Schools by 34.48% and originally increased the average property tax paid to the Concord Community Schools per year on a business property within the Concord Community Schools by 27.48%.

Public Test of Voting Equipment

The Public Test of the voting equipment that will be used on Election Day will be held on Thursday, September 30, 2021, at 8 a.m., in Room 104 of the Elkhart County Administration Building, 117 N. 2nd St., Goshen. This test is open to all persons who are interested; general public, registered voters, party representatives, candidates, and concerned citizens. A proper Public Notice/Legal Notice will be published at a future date in order to comply with Indiana’s Open Door Laws.


Voter Registration

Voter Registration for the Concord Community School Corporation Public Question will close on Monday, October 4, 2021. There are several options for an individual who wishes to register to vote.

Individuals who wish to register to vote by mail must mail their Voter Registration application so that the completed application will be postmarked on or before October 4, 2021. Applications are available at www.clerk.elkhartcounty.com, www.indianavoters.in.gov, or by contacting Elkhart County Voter Registration, (574) 535-6775, or the Elkhart County Election Board, (574) 535-6469.

Individuals who wish to register in-person can do so at the Elkhart County Voter Registration Office in Goshen, located at 117 N. 2nd St, Lower Level. Office hours are as follows:

  • Monday – 8 a.m. to 5 p.m.
  • Tuesday thru Friday – 8 a.m. to 4 p.m.

The Elkhart County Voter Registration Office also has a part time location at the Elkhart County Health Department Lincoln Center at 608 Oakland Ave., Elkhart. Office hours at this location are as follows:

  • Tuesdays and Thursdays thru October 21st – 12 Noon to 4 p.m.

The deadline to register in-person is 5 p.m., October 4, 2021.

Individuals who wish to register to vote online can do so by visiting www.indianavoters.in.gov. In order to register online, the individual must have an Indiana Driver’s License or Indiana State ID. The deadline for online voter registration is 11:59 p.m., Monday, October 4, 2021.

Voters who wish to verify their registration status can do so at www.indianavoters.in.gov or by contacting the Elkhart County Voter Registration (574) 535-6775, or the Elkhart County Election Board (574) 535-6469.

On Election Day, Tuesday, November 2, 2021, the Elkhart County Election Board plans to have 6 Vote Centers open for Concord School Corporation registered voters to cast their ballot from 6 a.m. to 6 p.m. Most of these Vote Centers will be the same Vote Centers that have been used for several years. A couple will be new Vote Centers for this Special Election only.

Absentee Voting

Absentee In-Person Voting will begin on Tuesday, October 5, 2021. The Locations, Dates, and Times are as follows:

Lincoln Center – 608 Oakland Ave., Elkhart

  • Mondays – 8 a.m. to 5 p.m.
  • Tuesday thru Friday – 8 a.m. to 4 p.m.
  • Saturday, October 23 – 9 a.m. to 4 p.m.
  • Saturday, October 30 – 9 a.m. to 4 p.m.
  • Monday, November 1 – 8 a.m. to 12 Noon

Elkhart County Public Services – 4320 Elkhart Rd., Goshen

  • Saturday, October 23 – 9 a.m. to 4 p.m.
  • Saturday, October 30 – 9 a.m. to 4 p.m.

Absentee By Mail must begin on or before Saturday, September 18, 2021. The Elkhart County Election Board is currently accepting Absentee By Mail applications and is also accepting voter requests to be mailed an Absentee By Mail application. Completed applications may be returned to the Election Board by hand delivery during business hours to the address listed below, by mail to the address listed below, by fax to the fax number listed below, or by email to the email address listed below. The deadline to return the completed Absentee By Mail application is 11:59 p.m., Thursday, October 21st.
